* Nikkei 225 futures Osaka: +400 (+2.5%) to 16,600, Singapore (SGX) 16,575, Chicago (CME) [*8/31 close] 16,585
* TOPIX: +40.02 (+2.6%) to 1,608.25, recovered 1,600 level for first time since 8/14; Advancers 1,559 x decliners 99 (unch. 65), New highs 5 x new lows 55; all 33 sectors posted gains
* Jasdaq: +9.62 (+0.5%) to 1,907.96
* Industrial production figures and CPI in-line w/ estimates
